Former UJ Chairperson Implicated in R14m Fraud Scheme

Roy David Marcus, the former University of Johannesburg (UJ) chairperson, appeared in the Specialised Commercial Crimes Court sitting in Palm Ridge magistrate’s court on Friday in connection with a case of fraud and corruption. According to Sunday World, the court postponed the case to December 4. Authorities took him into custody a month after the arrest of his co-accused, the vice-chancellor of finance Andries van Schoor, and Adreas Spilhaus, the director at clarify investment corporation.

The charges against Marcus are related to allegations of a fraudulent scheme involving over R14 million at UJ. His arrest followed claims that he and his two accomplices submitted invoices for services that the service provider never provided. One of the accomplices purportedly approved and paid the funds without adhering to proper procurement procedures to appoint three involved companies.

Moreover, Marcus, allegedly the director of these companies, awarded the tenders without following the appropriate processes. He held the position of chairperson at UJ during this time.

Marcus’s actions are believed to have breached the University of Johannesburg’s code of conduct, as he did not possess the delegation or authority to approve such payments. This incident points to a failure to exercise due care and skill and a lack of acting in the university’s interest. He and his associates face accusations of misrepresenting themselves to the university.

Roy David Marcus was released on warning and will return to court in December along with Van Schoor and Spilhaus. The court granted bail to the other co-accused at R10,000 bail each. Major-General Ebrahim Kadwa, the provincial head of DPCI in Gauteng, welcomed Marcus’s arrest and encouraged the investigation team to thoroughly pursue all leads to ensure all those involved are held accountable for their actions.
