SIU Launches Investigation into Rooiwal Wastewater Treatment Works
The Special Investigating Unit (SIU) will initiate a comprehensive probe into the construction of Phase 1 upgrades and urgent refurbishments at the Rooiwal Wastewater Treatment Works within the Tshwane Metropolitan Municipality. Per SANews, this decision comes following President Cyril Ramaphosa’s signing of a proclamation authorising the SIU to investigate allegations of maladministration and corruption within the municipality and recover any financial losses incurred.
The investigation’s scope extends to scrutinising unauthorised, irregular, fruitless, and wasteful expenditures incurred by the Tshwane Metropolitan Municipality or the State. Furthermore, it examines any unlawful or improper conduct by officials, employees, applicable suppliers, service providers, or other individuals or entities involved.

In addition to addressing maladministration, malpractice, corruption, and fraud, the SIU will identify systemic failures and provide recommendations to enhance measures to prevent future financial losses. Any evidence of criminal conduct that surfaces during the investigation will go to the National Prosecuting Authority for potential legal action.
The SIU is also prepared to pursue civil action in the High Court or a Special Tribunal to rectify any wrongdoing uncovered during its investigation, possibly due to corruption, fraud, or maladministration. This comprehensive inquiry reflects the government’s commitment to combatting corruption and ensuring accountability within public projects and services.
