R344 million NLC corruption scandal

A staggering R344 million NLC corruption scandal has been unearthed in a significant development, revealing that board members, senior employees, and their families may have siphoned off funds meant for impoverished communities through the National Lotteries Commission (NLC). This massive corruption scandal has led to the freezing of four properties and three high-performance vehicles.

The Special Investigating Unit (SIU) and Asset Forfeiture Unit (AFU) of the National Prosecuting Authority recently obtained a preservation order related to the scandal, explicitly targeting Limpopo properties and vehicles. These assets were allegedly linked to the misappropriation of millions of Rand from the NLC, with a total value of R14 million.

The SIU revealed that the frozen properties were in Polokwane and Louis Trichardt, and the value of the luxury vehicles in question is around R14 million. The registered owners of these assets have been prohibited from disposing of the frozen properties.

This discovery results from an investigation authorised by President Cyril Ramaphosa to uncover serious maladministration and corruption at the NLC. The SIU’s investigation found fraud and corruption to approximately R344 million, where board members, senior employees, family members, and friends enriched themselves with NLC grants.

The alleged fraudsters used non-profit organisations (NPOs) to apply for NLC funding. In some cases, existing NPOs were hijacked, with the original members replaced by individuals connected to NLC board members or senior staff. Most of the funds earmarked for projects in impoverished communities were instead used to acquire fixed properties and expensive vehicles for personal benefit.

The seized assets include an office park in Polokwane, Limpopo, purchased for R1 005 480 in November 2015, with stolen NLC funds amounting to R264 400 and R741 080 for the property purchase. Similar misappropriation occurred with vacant land in Louis Trichardt, a farm in Brakspruit, and a property in Louis Trichardt extension 11.

All of these assets are considered the proceeds of unlawful activities. They will be sold by public auction, with the proceeds going towards compensating the NLC for its losses.
