A Long-Awaited Turnaround
The library, closed in 2020 due to non-compliance with fire and building codes, had seen little progress until public outcry and protests last year brought the issue to the forefront. In May 2023, protesters gathered at Beyers Naudé Square to demand accountability. Now, construction efforts have resumed in earnest following the annual builder’s break, with Executive Mayor Dada Morero confirming on January 7 that work is “in full swing.”

David Fleminger, chairperson of the Johannesburg Heritage Foundation, highlighted the positive strides made since September 2023. The city began hosting regular update meetings, inviting stakeholders to monitor progress and provide feedback.
“One example of this collaboration,” Fleminger explained, “is the decision to install two smaller water tanks instead of one large, unsightly tank to meet fire code requirements. This compromise maintains the library’s aesthetic integrity while ensuring safety compliance.”
Timeline for Reopening
The library is on track for a partial reopening in the first quarter of 2025. Morero has reiterated the city’s commitment to reopening the facility as soon as possible through the Johannesburg Development Agency.

Fleminger credited public protest and media attention for sparking action from the city. “Before our intervention, the project was stagnant, with no deadlines or accountability. By working with organizations like the Johannesburg Crisis Alliance, authors, and publishers, we raised public awareness and applied the pressure needed to prioritize the library’s restoration.”
