Joburg to Spend R3.2 Billion on Fire-Damaged Metro Centre Repairs

The City of Johannesburg (CoJ) has announced plans to spend R3.2 billion to refurbish the Metro Centre building in Braamfontein. The 50-year-old structure was declared uninhabitable after failing to meet regulatory compliance and sustaining fire damage last year.

Johannesburg Mayor Dada Morero outlined that the city is finalizing the appointment of a transactional advisor to oversee the redevelopment of the precinct. The building, which previously housed around 3,000 city employees, was shut down due to severe infrastructural failures, including outdated electrical systems, leaking roofs, and inadequate heating, ventilation, and air conditioning.

“Parts required for repairs are no longer available, and maintenance has been neglected for years,” Morero said during a media briefing.

The closure followed warnings from independent engineers, emergency services, and the Department of Employment and Labour, citing non-compliance with the Occupational Health and Safety Act and National Building Regulations.

Musa Makhunga, CoJ general manager for mega projects, explained that staff have been relocated to various buildings, including Braampark Office Park and the SAPPI building. However, more office space is needed to accommodate all departments.

“We are testing market rates and focusing on long-term leases to manage costs effectively,” Makhunga added.

Water Supply Challenges

The mayor also addressed ongoing water supply issues, revealing that reserves remain at 40%, below the ideal 60%. Measures to improve supply include:

  • Scheduled water restrictions from 8 PM to 4 AM.
  • Reducing response times for pipe repairs to 24 hours.
  • Removing illegal water connections in informal settlements.

“These interventions aim to stabilize water access and reduce disruptions,” Morero stated.

The Metro Centre refurbishment and water supply strategies reflect the city’s efforts to address systemic infrastructure challenges while ensuring compliance with safety standards.
