Bheki Cele guilty of breaching code of conduct

The Joint Committee on Ethics and Members’ Interest has reached a verdict, finding Police Minister Bheki Cele guilty of breaching the code of ethical conduct for Members of Parliament. This verdict stems from an incident last year when Cele publicly berated Ian Cameron, the director of Action Society, during a crime imbizo.

During this event, which saw more than 30 community organisations in attendance, Cameron interrupted Cele and accused him of failing to protect citizens and deploy sufficient police to crime hotspots adequately. The situation quickly escalated when Cele lashed out, telling Cameron to “shut up” and asserting he is a “son of the soil.”

In his emotional outburst, Cele declared, “I chose not to speak about politics today. Whatever happens to me, I will be buried in this country. I did not join human rights battles yesterday. I will not be called a garden boy. Don’t provoke me. I’ve lived this life. Shut up!” Following this tirade, police officers forcibly removed Cameron from the venue.

The Joint Committee on Ethics and Members’ Interest determined that Cele, as an MP, was obligated to conduct himself in a manner that upholds public confidence and trust in the integrity of Parliament, even when addressing contentious issues. After reviewing the video footage of the incident, the committee noted that Cele’s behaviour was irate and constituted shouting at the complainant.

As part of their resolution, the committee has called for Cele to publicly apologise to Cameron in the presence of National Assembly members.

Ian Cameron welcomed the verdict, emphasising the importance of public accountability. He remarked, “It’s sad that there has been no prosecution for his actions regarding the assault matter. Whether it’s enough, I’m not sure; I am surprised that the committee has come to a conclusion. It’s been more than a year later.”

In response to the findings, Action Society published a statement in which Cameron called for Cele’s resignation from office. Cameron stated, “An honorable person would step out gracefully. But Cele seems too power-hungry for that. That is why Action Society will continue to demand that he be removed from his position as Minister of Police.”
