In a significant move for the City of Tshwane, André Coetzee has been appointed as the new Chief of Staff, marking a pivotal change in leadership dynamics. Coetzee, who previously served as the Director of Policy and Planning in the private office of former Johannesburg Mayor Herman Mashaba, brings a wealth of experience and expertise to his new role.

Executive Mayor Nasiphi Moya announced Coetzee’s appointment this week, expressing optimism that his extensive public service background will advance her governance agenda.

Moya, a former Chief of Staff under Mayor Stevens Mokgalapa, emphasized Coetzee’s knowledge of city governance and his experience in complex coalition environments.

“Having worked with André for several years, I am confident that his knowledge of city governance, combined with his experience of operating within a complex coalition environment, will be of immense value to my office and the new multiparty government in Tshwane,” Moya stated.

Moya underscored the necessity of assembling a dedicated and professional team to tackle the pressing challenges facing Tshwane.

She emphasized that Coetzee’s role is essential for providing the expertise needed to drive meaningful change in the city

Coetzee’s previous contributions in Johannesburg were pivotal in shaping key city policies.

Moya praised his key role in developing Joburg’s annual integrated development plan and budgets, highlighting his efforts to redirect non-strategic spending toward essential services and infrastructure

Educational Background and Expertise

André Coetzee holds a Master of Public Policy with Distinction from the University of Oxford’s Blavatnik School of Government.

He also holds a Master of Arts in International Studies and a Bachelor of Arts in Political, Philosophical, and Economic Studies from Stellenbosch University.

His strong academic background complements his practical experience in public administration, making him a formidable asset to Moya’s team.
