South Africa’s Priority Visa for Chinese and Indian Tourists Sees First Arrivals

South Africa’s newly introduced Trusted Tour Operator Scheme (TTOS) is already delivering results, with the first group of Chinese tourists arriving under the priority visa initiative.

The TTOS, launched in October 2024, aims to attract more visitors from China and India, two of the world’s largest outbound tourism markets. The initiative expedites visa processing, making it easier for travelers to visit South Africa.

Boosting Tourism from Key Markets

This past weekend, Cape Town welcomed 15 Chinese tourists under the TTOS program. They were among 65 applicants who had their visas processed in just 11 days before arriving in South Africa.

The Department of Home Affairs (DHA) sees the initiative as a strategic move to capture a larger share of the global tourism market.

  • In 2023, Chinese travelers made over 100 million outbound trips.
  • Indian tourists are expected to spend over $70 billion annually by 2034 (CNBC).
  • Currently, South Africa only attracts 40,000 Chinese and 80,000 Indian tourists per year.

Minister Leon Schreiber believes that increasing tourism from these two nations by just 10% per year could boost economic growth by 0.6% annually and create thousands of jobs.

How the Priority Visa Works

The TTOS simplifies visa applications by:
Fast-tracking group applications through digital processing.
Overcoming language barriers at foreign missions.
Allocating a dedicated team to ensure smooth approvals.

The program is part of a broader effort to modernize South Africa’s visa system, alongside Electronic Travel Authorisation (ETA) and Digital Nomad Visas.

“All TTOS applications will be handled by a dedicated team of adjudicators to ensure swift and reliable processing,” said the DHA.

Tour Operator Responsibilities

While the system makes travel easier, tour operators must adhere to strict guidelines. Operators will be held accountable for any legal violations committed by travelers under their watch.

To participate in TTOS, tour operators must:
Have been in business for at least 12 months.
Apply for approval through the Department of Home Affairs.
