SASSA Launches Biometric Verification for Grant Applicants Without 13-Digit IDs

The South African Social Security Agency (SASSA) is set to introduce a new biometric identity verification system for grant applicants who do not have the standard 13-digit South African ID number. The move, which officially kicks off on May 5, 2025, aims to boost system integrity, prevent identity fraud, and ensure only eligible beneficiaries receive social grants.

The newly announced process applies to new applicants using alternative forms of identification as well as existing clients undergoing reviews or updating their personal details.

Why SASSA Is Implementing Biometrics

SASSA spokesperson Paseka Letsatsi explained that the biometric initiative is grounded in Regulation 13(1) of the Social Assistance Act and is part of a broader strategy to protect the agency’s systems from misuse.

“This initiative is a proactive measure aimed at enhancing security, improving the integrity of our systems, and preventing potentially fraudulent activities related to identity misrepresentation,” said Letsatsi.

By using fingerprint or facial recognition technology, SASSA intends to verify identities more accurately—especially for those without the official ID number.

Behind the Scenes: How SASSA Is Preparing

SASSA’s Information and Communication Technology (ICT) team has partnered with the State Information Technology Agency (SITA) to train “super-users” across all regions. These super-users will in turn train regional office staff using a Train-the-Trainer model, ensuring every office has qualified personnel ready to support the rollout.

“SASSA is pulling all the stops in tightening its systems and measures that are meant to safeguard social grants,” Letsatsi added. “We are committed to making sure we pay the right social grant to the right person at the right time and place—NJALO!”

The agency has also promised to maintain adequate staffing levels to ensure a smooth transition to the new biometric system.

What This Means for Grant Applicants

If you’re applying for a social grant without a 13-digit South African ID—or if you’re updating your personal information—you’ll now be required to undergo biometric enrolment starting May 5. SASSA advises affected individuals to visit their nearest SASSA office for assistance.
