JMPD’s new leader Patrick Jaca backed by city, challenged by officials

The appointment of Patrick Jaca as the new head of the Johannesburg Metro Police Department (JMPD) has sparked controversy just days before he assumes office. At least three objections have reportedly been lodged, raising questions over the process followed to secure his promotion.

Jaca’s position, confirmed by the City of Johannesburg council and effective from February 1, has drawn criticism from a labour union, a former acting JMPD chief, and another senior official. These parties have flagged procedural concerns, although official responses remain limited.

DA councillor Solomon Maila confirmed that the SA Municipal Workers’ Union (Samwu) filed an official objection on January 27, ahead of Jaca’s confirmation. Maila also claimed that Sipho Dlepu, the department’s director of fines administration and former acting JMPD chief, along with another unnamed official, submitted objections of their own.

“These objections are not just political,” Maila said, “they stem from concerns about how the appointment process was handled.”

While Samwu Johannesburg regional deputy chairperson Lebogang Ndawo had promised a response, no formal comment had been received at the time of publication.

Despite the internal disputes, JMPD has voiced strong support for Jaca, citing his consistent service and dedication as key reasons for the appointment. The department emphasized that he brings continuity and stability to a leadership role left vacant since March 2020, when David Tembe resigned and later joined ActionSA.

“We are confident in Chief Jaca’s leadership and look forward to working with him to keep Johannesburg safe,” the JMPD said in a statement.

Johannesburg Mayor Dada Morero praised Jaca’s experience in law enforcement and described the appointment as a critical move toward strengthening public safety in the city.

“His proven track record and deep understanding of policing make him the right leader to guide the JMPD at this time,” said Morero. “Jaca will play a central role in delivering on our safety and security commitments.”

MMC for Public Safety, Dr Mgcini Tshwaku, echoed the mayor’s confidence, saying the new chief would help steer Johannesburg’s metro police in a direction that prioritises community safety.

“We believe Chief Jaca will deliver the leadership required to restore order and improve public confidence in the JMPD,” said Tshwaku. “He has our full backing as he steps into this vital role.”
