City of Johannesburg Announces City-Wide Meter Audit for Electricity and Water in Residential Estates and Complexes

In an important move to improve service delivery and resolve utility-related queries, the City of Johannesburg has announced a city-wide meter audit for electricity and water services in residential estates and complexes. The audit will take place from January to December 2025, and residents are encouraged to fully cooperate with the process.
What is the Purpose of the Meter Audit?
The meter audit is part of a broader initiative to ensure accurate utility management and improve the efficiency of services in Johannesburg. According to Kgamanyane Maphologela, the City’s finance director for communications and stakeholder engagement, the audit will help resolve many of the recurring issues related to incorrect meter readings and ensure that billing is based on accurate data.
“The City requests full cooperation from estates and complex residents during the meter audit process,” Maphologela said. “We are confident that the successful completion of the meter audit will address many of the current challenges related to meter readings and billing disputes.”
How Will the Meter Audit Work?
The City of Johannesburg has appointed Omnitell Tech to conduct the meter audits at various complexes and estates across the city. The audit process is expected to run throughout 2025, and officials will be working to gain access to properties in order to take accurate meter readings.
Maphologela also emphasized that authorized audit teams will always:
- Display City-approved identification
- Follow strict security and access protocols
- Minimize disruption to residents
- Operate during standard business hours (08:00 to 17:00)
- Comply with each estate or complex’s security requirements

What Should Residents Expect?
During the audit, residents should expect minimal disruption to their daily routines. The City assures that every effort will be made to ensure the process runs smoothly without disturbing residents’ daily activities.
Residents are advised to be vigilant and verify the authenticity of any audit teams visiting their properties. If in doubt, they can always contact the City of Johannesburg call centre at 0860 562784, selecting option two to verify the audit team’s credentials or raise any queries.
Why is This Audit Necessary?
One of the key challenges the City faces is gaining access to complexes and estates to perform accurate meter readings. Many areas have restrictions that make it difficult for officials to gain entry, hindering their ability to produce accurate municipal statements. This audit will address that gap and ensure that all properties are included in the process.
Cooperation is Key
The City of Johannesburg is calling on all residents and estate managers to cooperate fully during the audit process. Successful completion of the audit will help to streamline utility services and ensure that billing is accurate, benefiting both the residents and the city’s administration.
With the meter audit process expected to take place over the next year, the City of Johannesburg aims to enhance service delivery, resolve longstanding issues with utility billing, and improve public trust in the City’s ability to manage essential services.
