Joburg Fare Hikes: Metrobus and Rea Vaya Prices Set to Rise in July by 5%

Johannesburg’s cash-strapped municipality has announced fare increases for its transport services, Metrobus and Rea Vaya, as part of efforts to stabilize its finances. Metrobus fares will rise by 4.6%, while the Rea Vaya Bus Rapid Transit (BRT) system will implement a 5% hike starting 1 July 2025.
In a notice presented to the council, the City of Johannesburg confirmed its intention to adjust fares in line with the Municipal Systems Act and the Municipal Finance Management Act. Residents will have the opportunity to submit comments before the increases take effect. The city highlighted Metrobus’s heavy reliance on government subsidies, stating that 91.6% of its income between 2021 and 2024 came from public funding. However, budget cuts have impacted the service, leading to reduced efficiency and mounting financial pressure.
“To ensure long-term sustainability, Metrobus has developed a five-year strategic plan focusing on revenue generation and cost reduction,” the city stated.
Discounts for Pensioners and Students Slashed
In a controversial move, Metrobus will reduce discounts for concession card holders, including pensioners, scholars, and people with disabilities. Discounts, which previously ranged between 30% and 86%, will now be capped at 20%-25%. The city defended the decision, citing severe budget constraints that have made it difficult to maintain current fare concessions.
Rea Vaya’s 5% increase has been justified as a measure to balance operational costs while keeping fares affordable for users. The BRT system, launched in 2009 ahead of the FIFA World Cup, is set for expansion, with the city hoping to attract more passengers and increase revenue. Unlike Metrobus, Rea Vaya’s direct bus operating costs are covered by the city, rather than grant funding from the National Department of Transport.
As Joburg commuters brace for fare hikes, concerns remain over whether the increased costs will lead to a decline in ridership, further straining the municipality’s fragile financial situation.
