City Power Expands Electricity Access Amid Joburg’s Informal Settlement Growth

City Power is making strides in electrifying Johannesburg’s informal settlements, surpassing its target as the city grapples with rapid urban expansion. While electricity is not explicitly listed as a human right in South Africa’s Constitution, the South African Human Rights Commission acknowledges that its absence affects fundamental rights such as dignity, housing, and healthcare.
Despite limited resources, City Power remains committed to bringing electricity to underserved communities. In the 2023/24 period, the utility connected 2 675 households—exceeding its goal of 2 500—in areas such as Amarasta (Alexandra), Slovo Park, and Kliptown.
“We are advancing electrification through both conventional and alternative energy solutions,” said City Power CEO Tshifularo Mashava. “Our microgrid projects empower communities, safeguard rights, and promote a sustainable Johannesburg.”

New electrification projects include:

The Shalazile Microgrid (Denver): Set to power 273 households displaced by the Usindiso fire.

The Vukani Microgrid (Alexandra): Providing solar energy to 795 households.

The View and Vlakfontein microgrids: Nearing completion, expected to be operational before winter.
These initiatives aim to reduce illegal connections, which pose safety risks and strain infrastructure. Amarasta’s microgrid has already proven to be a viable, safer alternative.
City Power is also rolling out conventional electrification projects, with 1 390 households in George Goch and 1 385 in Jumpas set to be connected by December.

“With over 300 informal settlements in Johannesburg, demand continues to exceed resources,” Mashava said. “However, we remain dedicated to delivering affordable electricity to support development.”
