City of Johannesburg Offers Pensioners and Indigent Customers Relief on Municipal Debt

The City of Johannesburg is taking steps to support pensioners and financially struggling households with their municipal debt. Eligible residents, including pensioners and those registered under the Expanded Social Package (ESP), can now apply for reduced deposit payments when making payment arrangements.

Who Qualifies for Municipal Debt Relief?

To ease the financial burden on vulnerable groups, the city is allowing qualifying customers to pay a lower percentage of their outstanding municipal debt when entering a payment arrangement.

Here’s how the relief program is structured:

  • Pensioners and ESP Customers – Pay only a 10% deposit of the total outstanding municipal debt.
  • Domestic and Residential Sectional Title Customers – Pay a 30% deposit when making a payment arrangement.
  • Non-Domestic Accounts (Businesses) – Qualify to pay a 50% deposit of their outstanding debt.

Kgamanyane Maphologela, Director of Customer Communications at the city’s Group Finance Department, emphasized that the initiative aims to prevent service disconnections while ensuring residents can continue accessing essential services like electricity and water.

“The city is aware of the financial struggles faced by many households in Johannesburg. This payment arrangement is one of our interventions to assist customers and keep their lights on and water supply running. Cutting off municipal services is always a last resort,” said Maphologela.

How to Apply for Debt Relief

Eligible customers are encouraged to apply at their nearest walk-in Customer Service Centre or online via the e-Joburg portal at www.e-joburg.org.za.

Required Documents for Application:

To apply for a payment arrangement (Acknowledgement of Debt – AOD), customers must provide:

  • A copy of their ID (account holder’s ID).
  • Power of attorney (if applying on behalf of someone else).

Property owners struggling with debt are urged to make arrangements to avoid service disconnection.

Payment Options Available

Residents can settle their municipal accounts using the following methods:

  • e-Joburg Portal (Online payments)
  • EasyPay (at retail stores like Pick n Pay and Shoprite Checkers)
  • Debit orders
  • Direct bank deposits
  • ATMs
  • Internet and mobile banking
  • SA Post Office
  • Council pay points (Customer Service Centres)
