Eskom’s Load Shedding Outlook for 2025: Stable Power Supply on the Horizon, But Risks Remain

After a remarkable 292 consecutive days without load shedding, the utility is optimistic about a stable electricity future. But while things are looking up, some risks remain, particularly during the winter months.
A Significant Achievement for Eskom
2024 was a milestone year for Eskom, as the country enjoyed an unprecedented nine
months without load shedding, totaling 275 consecutive days of uninterrupted power. By January 13, 2025, Eskom had surpassed 292 days without power cuts, a feat that South Africans have longed for amid 15 years of rolling blackouts. This achievement is being hailed as a direct result of Eskom’s Generation Recovery Plan and enhanced maintenance protocols.
Eskom attributed much of the success to increased planned maintenance during the December summer break, which further improved the reliability of its generation fleet. The utility also noted that unplanned outages were reduced by 8.1% compared to the previous year, contributing to this positive trend.
A Stable Summer, But Winter May Pose Challenges
Eskom’s summer outlook is promising, with an average unplanned unavailability of about 11,500MW. This figure is 1,500MW lower than the assumptions used in the August 2024 Summer Outlook, suggesting that no load shedding is anticipated during the warmer months. This is excellent news for South African households and businesses alike, who have grown accustomed to stable power supplies since March 2024.
However, the utility also warns that the 52-week outlook for 2025 includes a “likely risk” scenario, where Eskom may experience a shortfall of over 2,000MW during the colder winter months. Although this projection is based on cautious assumptions, Eskom believes that these risks may be mitigated by further adjustments to the unplanned unavailability forecast. The utility stressed that this outlook is subject to change based on performance during the summer period.
Diesel Savings and Cost Reductions
In a positive turn, Eskom has also reported significant cost savings. Diesel expenditure was reduced by a staggering R16.20 billion year-over-year, a 65.1% drop from the previous year’s R24.89 billion. These savings have been a direct result of improved operational efficiency and a reduction in the reliance on expensive backup generators.
The Road Ahead for Eskom and South Africa
While Eskom’s performance over the last year is commendable, it remains clear that there are still challenges ahead. The power utility is doing its best to prepare for the risks that the colder months may bring. However, if its recovery plan continues to yield positive results, South Africa could remain on track for a stable power supply throughout 2025.
As the country adapts to this new normal, Eskom’s transparency in its outlook offers hope that the dark days of rolling blackouts are finally behind us—at least for now.
