Joburg Offers Municipal Bill Relief for Senior Citizens
The City of Joburg has warned property owners about higher-than-normal municipal bills for July 2023. The ratepayers’ bills increase from implementing annual tariffs on municipal service charges and property rates, aligning them with the General Valuation Roll (GVR) 2023 and the lapsing of pensioner rebates as reported by SA People News.

To provide relief to senior citizens, the City offers various services based on specific criteria:
- Applicants must be the registered owner and occupier of the property, aged 60 or above.
- Submission of certified identity documents as proof of age and monthly income details is required.
- Residential properties valued below R300,000 are exempt from paying rates.
- Residents will receive 6 kilolitres of free water.
- Properties valued at R350,000 and below will be exempt from paying waste charges.
For pensioners aged 60-69, with gross monthly household income below R11,904 and property value up to R1.5 million, a 100% rates rebate applies up to the market value of R1.5 million. For pensioners with gross monthly household income between R11,904 and R20,404, the 50% rates rebate applies up to the same market value.
Pensioners of 70 years and above will qualify for a 100% rates rebate up to a market value of R2 million.
The City emphasises that the relief measures aim to support senior citizens and ensure equal treatment for applicants without any preference for political affiliations.
