Johannesburg Water Rolls Out Aggressive Plans to Address City’s Water Crisis – What You Need to Know

Johannesburg Water (JW) has unveiled a series of critical interventions aimed at managing the city’s ongoing water crisis. During a press briefing held on November 28, the team led by Managing Director Ntshavheni Mukwevho discussed the alarming state of water supply in Johannesburg and the measures in place to mitigate the situation. The briefing highlighted challenges, interventions, and future plans that focus on reducing consumption, maintaining water quality, and addressing infrastructure issues.

Understanding Johannesburg’s Water Supply Challenges

The city’s average daily water consumption currently stands at 1,750 Ml/d, while Rand Water (RW) has been supplying 1,600 Ml/d since December 1, 2024. However, RW plans to reduce this supply to 1,550 Ml/d by February 2025 and further cut it to 1,356 Ml/d by September 2025. This reduction will put tremendous pressure on Johannesburg’s water supply, forcing the city to cut back on demand to avoid a potential collapse of the system.

Johannesburg Water’s Aggressive Intervention Strategies

In response to the looming water shortage, Johannesburg Water has implemented a range of interventions designed to reduce consumption and improve the city’s water management systems. These measures include:

  1. Permanent Reduction in Water Supply to Certain Areas:
    Areas with prepaid and deemed consumption will see a permanent reduction in water supply, effective from November 11, 2024. Special attention will be given to critical customers like schools and old age homes, ensuring they still receive alternative water supply.
  2. Scheduled Water Supply Reductions:
    Water supply will be reduced during the night from 21:00 to 05:00, with possible adjustments to the schedule depending on the city’s response to the restrictions. Informal settlements will also be affected, and additional armed security services will be deployed in certain high-risk areas.
  3. Boosting Repair and Maintenance Efforts:
    Johannesburg Water is expediting its repair efforts by reducing turnaround time for burst pipe repairs from 48 hours to 24 hours. They are also fast-tracking the procurement of materials for emergency repairs and hiring additional contractors to bolster the workforce.
  4. Enhanced Infrastructure Upgrades:
    Plans are in place to upgrade the city’s pressure-reducing valves and install Smart Controllers to improve the efficiency of water distribution. Johannesburg Water is also conducting advanced leak detection and ramping up the installation of additional noise loggers to pinpoint leaks more efficiently.

By-law Enforcement and Illegal Connections

Illegal water connections remain a significant issue in the city, contributing to water wastage and revenue losses. Johannesburg Water, in collaboration with the Johannesburg Metropolitan Police Department (JMPD), is enforcing level-three disconnections of properties with illegal connections. This initiative aims to recover revenue and ensure that water resources are being used efficiently.

The Commando System (including Brixton, Crosby, and Hursthill) has been hit hard by a City Power maintenance issue, which impacted the Eikenhof pumping station on November 17, 2024. Despite various interventions, including throttling and night closures of reservoirs, recovery has been slow due to rising demand and hot weather conditions. However, reconfiguration of systems by Johannesburg Water and Rand Water is showing positive signs of recovery.

While the short-term focus is on night closures and throttling of high-demand areas, long-term plans include a comprehensive infrastructure upgrade to improve the overall efficiency of the water supply system. With the city’s water needs continuously growing, it is clear that Johannesburg Water must continue to innovate and adapt to the challenges it faces.
