Hurlingham ward councillors take action against illegal outdoor advertising

Ward 102 councillor Lucinda Harman led efforts to address an issue at the corner of Winnie Mandela Drive and Republic Road, Hurlingham, in response to concerns regarding illegal outdoor advertising activities. Approximately two weeks ago, Harman, alongside another councillor, noticed a significant excavation at the site, indicating a potential illegal signage installation.

Despite initial reports to outdoor advertising authorities going unanswered, Harman remained diligent. With the assistance of concerned residents, she received multiple alerts regarding the suspected signage installation. Subsequently, Khaya Gqibitole, the Johannesburg Roads Agency (JRA) head of department for regional operations, confirmed that the installation lacked the necessary wayleave documentation.

“The wayleave is sanctioned by the JRA regional wayleave office, responsible for verifying the presence of a wayleave for a specific project,” explained Gqibitole.

He further detailed the procedures for applying for advertising signage, stating, “Approval is granted by the City of Johannesburg’s Outdoor Advertising Department and the JRA’s Traffic Engineering Department. A valid application is essential for any outdoor advertising sign, with an approval letter issued to the applicant.”

Challenges in enforcing regulations persist, particularly in areas with high traffic volume, despite the aforementioned measures, as elaborated by Gqibitole.

“While the JRA oversees adherence to road-related regulations, enforcement of by-laws falls within the jurisdiction of the Johannesburg Metropolitan Police Department,” clarified Gqibitole, directing additional inquiries to JMPD spokesperson Xolani Fihla. The installation has been halted, and the party responsible for it is currently under investigation.

Harman emphasized, “Illegal signage within Ward 102 will not be tolerated,” underscoring the potential risks associated with unauthorized signage, including visual clutter and road safety hazards.
